On September 18, the Work Safety Inspection Team of the Office of the Security Committee of the Ministry of Transport reported to our department that the inspection found problems and pointed out: the environmental protection, fire protection, occupational health and other facilities and equipment of the 7 dangerous goods container yards in Shenzhen Port failed to pass the acceptance or Recorded and put into use is a major hidden danger of production safety accidents.

In accordance with the "Guangdong Province Major Production Safety Accidents Management and Listing Supervision Measures", our department has decided to implement listing supervision for the major accidents. The specific requirements are as follows:

The environmental protection, fire protection, occupational health and safety facilities of the 7 dangerous goods container yards of the 6 companies mentioned above have not been accepted or filed as required and have been put into use, which violates the "Port Engineering Construction Management Regulations" and the "Port Operation Management Regulations", but also The work requirements of the General Office of the State Council on the “Comprehensive Management Plan for the Safety of Hazardous Chemicals (2016-2018)” and the “Special Action Plan for the Safety Management of Dangerous Goods Port Operations (2016-2018)” of the General Office of the State Council have not been completed on time .

2. Supervise specific matters

(1) Your bureau shall urge the above-mentioned enterprises to immediately stop the storage of dangerous goods in categories 1 to 7 (except for item 2.2), and immediately clear the existing categories 1 to 7 (except for item 2.2) in the yard ) Dangerous cargo containers.

(2) Your bureau shall urge the above-mentioned enterprises to increase the necessary safety protection measures, and to ensure that the safety measures are implemented, the dangerous goods of item 2.2, category 8 and category 9 shall be stored in accordance with the limit of the safety status assessment report.

If an unlimited amount is required in the safety status assessment report, the maximum stockpiled amount during the listing supervision period shall not exceed the actual stockpiled amount of the same category on September 17, 2020.

(3) Your bureau should immediately report to the Shenzhen Municipal People's Government on a special topic, and ask the Municipal People's Government to coordinate the environmental protection, housing construction, health, and transportation departments as soon as possible to speed up the processing of relevant procedures.

3. Processing period

(1) Rectification period: from now until December 31, 2020.

(2) The corporate governance plan and your bureau's promotion plan should be reported to our department before September 27, and the progress of governance and promotion will be reported to our department every ten days.

4. Methods and procedures for listing supervision and cancellation

If your organization has completed the relevant work in accordance with the above requirements, and meets the following requirements: the involved enterprise's environmental protection, fire protection, occupational health and other related facilities and equipment have been rectified and passed the acceptance or filing as required.

During the period when the enterprises involved were supervised, there were no general and above safety production liability accidents involving casualties. Your bureau can submit to our department an application for cancellation of the listing supervision, a report on the rectification work, and the documents and materials formed in the rectification work within 7 working days before the expiration of the listing supervision period.

Our office will check the application materials within 5 working days according to the application situation, and the listing supervision will be cancelled if the above conditions are met after review.
